Special Instructions
Due to area being inaccessible to public all bidders are requested to attend a mandatory one-time site visit is scheduled for March 27th at 1:30PM. Bidders must promptly meet in the loading zone area of Frear Hall. Parking for the site visit is the bidder’s responsibility.

Contract documents will be distributed at the mandatory site walk through. Contractors interested should contact the requisitioner through email or phone to confirm attendance by Wednesday March 25th, 2026.

Contractor shall be compliant with the Hawaii Compliance Express.

Contractors that do not attend the mandatory site walk through will not be allowed to bid on this work. Contractors are required to provide reasonable cost breakdowns for labor, materials, freight (if any) and tax as required in the section below. Breakdowns must be part of this form and must equal the total cost of the bid. If a correct and reasonable breakdown is not provided at the time of the bid, the bidder may be disqualified.

Basis of Award Vendors shall include taxes with each line item and leave the Taxes field blank/zero.

Quotes will be evaluated based on the Total Aggregate Quote (Base + all Additive Item(s)). The award of contract, if awarded, shall be made to the responsive, responsible vendor submitting the lowest evaluated Total Aggregate Quote.

However, the University reserves the right to issue the Purchase Order for any combination of the Base Item and Additive Item(s) within the amount of funds available.
