Project Description: Two 150 HP class four-stroke outboard marine engines, 25-inch (XL) shaft length,
supplied and installed as a complete twin-engine system including controls, wiring
harnesses, ignition/key switch panels, tachometer/engine gauges, hydraulic steering
system, and stainless steel propellers. Installation shall include all rigging, system
integration, and operational testing necessary to deliver a fully functional twin-
engine installation. Vendor pricing must include all components, rigging, hardware,
installation labor, and materials necessary for installation and operation of the
proposed outboard engines. No additional charges for required engine components or
installation necessary to make the engines operational will be accepted after award.
Manufacturer and model are used as a measure of quality, style, appearance and
performance. Suzuki DF150APX or Yamaha F150XD, or acceptable alternate with equivalent
horsepower, shaft length, twin-engine configuration, and complete rigging and controls,
will be considered for acceptance by the University. Any brand or manufacturer of equal
or better quality to that specified will be considered; the University may reject any
proposed alternate deemed unequal, and such determination shall be final and binding.
Due to the operational location of the vessel, vendors must either be an authorized
dealer with a service facility on the east side of Hawaiʻi Island or provide
documentation that an authorized service dealer on the east side of Hawaiʻi Island can
perform installation of the engines at the service facility, and required warranty
service and repairs for the proposed engine model. Documentation identifying the
servicing dealer must be included with the vendor’s bid.
Special Instructions
Unless otherwise agreed to by the University in writing, all items shall be delivered and
installation completed no later than ninety (90) consecutive calendar days from the purchase
order date.
Vendors must accept University of Hawaii purchase orders governed by the attached UH
General Terms and Conditions.
If the bid amount is $2,500 or more, vendor must furnish proof of compliance with the
requirements of 103D-310(c), HRS by presenting a certificate of vendor compliance through
Hawaii Compliance Express at the time of award.
Vendors are advised that any of the following may be grounds for disqualification:
1. Taking exception to any specifications, terms, or conditions
2. Placing conditions on furnishing of solicited goods or services
3. Inclusion or referencing external documents containing additional specifications, terms,
or conditions
4. Failure to follow RFQ instructions

Questions regarding this solicitation must be submitted no later than March 9, 2026 at 4:00
PM HST.
Requests for approval of alternate brands or models must be submitted no later than March
11, 2026 at 4:00 PM HST.
SuperQuote responses must be submitted no later than March 15, 2026 at 4:00 PM HST.
