Scope of Work:

Purpose: UH Maui College is seeking the services from a contractor to reduce or eliminate the feral chicken population on the University of Hawaii Maui College (UHMC) – Kahului campus.

Term: 12-month service contract

The UHMC campus has been segregated into four quadrants (Attachment #1). In general, the contractor shall trap and remove feral chickens in one quadrant for approximately 3 months, then move to the second quadrant for approximately 3 months and so on, until all four quadrants have been completed. But the 3 month period and the areas of trapping may be altered on request by the college, based on feral chicken concentration.

The contractor will set and monitor no less than 6 traps in the quadrant or directed areas. Traps shall be “No Kill” traps and must be constructed of metal and be able to be moved to strategic locations. Traps must be monitored daily, and captured feral chickens must be humanely relocated daily. Foot hooks and nets to remove feral chickens from roosting locations are allowable.

As much as possible, contractor’s employees should set traps during the off hours of the college (college hours are 8:00 am to 5:00 pm, Mondays to Fridays), and traps shall be placed in locations that are not visible by the general campus community. Securing traps will be the responsibility of the contractor, and the college will not be responsible for costs to replace or repair traps that are stolen or damaged. Trapped feral chickens should be relocated before 7:30 am daily.

Relocation of feral chickens shall be handled in a humane method, such as transporting to farm locations or other appropriate areas.

The contractor shall provide a bi-weekly report which provides the number of feral chickens trapped and relocated with an update on the prognosis of the remaining feral chicken population.

1. The submittal of a quote shall be considered as acceptance of the specifications as published, as well as agreement to the University of Hawaii Terms and Conditions (see Attachment #3).

2. QUOTE PRICE: Price shall include all material costs, labor costs, equipment costs, transportation costs, vehicle costs, shipping costs, supply costs, insurance premiums, rental costs and all applicable taxes, etc.

3. QUOTE VALID FOR: Minimum of thirty (30) consecutive calendar days after the Request for Quotation closing date.

4. HAWAII GENERAL EXCISE TAX (GET): Shall not exceed 4.712% for Maui.

5. REQUIRED DOCUMENTATION FOR AWARD: Vendor receiving the award is required to provide the following documentation before purchase order is issued:

(1) Hawaii Compliance Express Certificate of Vendor Compliance
(2) Certification of Insurance with required clauses (refer to Attachment #2)
(3) Itemization of quote by labor and material cost upon request
(4) Signed Super Quote Award notice

6. INSURANCE (UPDATED JULY 2024): See Attachment #2 for requirements.

Insurance documents must reference the project as follows and include ALL three required clauses as noted on the attached SAMPLE:

8. QUESTIONS AND REQUESTS FOR CLARIFICATION

Questions regarding the requirements or any other aspect of the SuperQUOTE must be submitted to David Tamanaha email davidt@hawaii.edu or phone (808) 357-8858 ON OR BEFORE 3:00 p.m. HST, December 3, 2025.

9. SITE VISIT: Is highly recommended to verify scope of work. A site visit will be held on December 1, 2025. Please meet David Tamanaha at the Operations & Maintenance Building at 9:00 a.m.

10. BASIS FOR AWARD

The award of contract, if awarded, shall be made to the lowest responsive and responsible vendor on the TOTAL AGGREGATE AMOUNT. Award of this contract is contingent upon availability of funds. If funds are not available, the University reserves the right to cancel the SuperQUOTE.

11. COORDINATION OF WORK

Upon award of the contract, the Contractor shall contact David Tamanaha, UHMC Vice Chancellor for Administrative Affairs to establish operational and administrative procedures including coordination, scheduling contract personnel including phone contact numbers.

In order to minimize disruption during school hours, all services described herein shall be scheduled, determined and arranged by David Tamanaha upon issuance of approved purchase order to the qualified awarded contractor. Therefore, the service schedule shall be performed in accordance with the schedule established between the University of Hawaii Maui College and the awarded contractor.

12. PAYMENT: Contractor shall be remunerated upon final acceptance and submission of a properly executed original invoice indicating the approved UH purchase order number. Invoices may be emailed to uhmcbo@hawaii.edu or U.S. mailed to:
