Project Description: In accordance with Section 103D-304, HRS, the Public Utilities Commission of the State of Hawaii (“Commission”) seeks to invite the services of a person or a qualified professional firm to be engaged in providing services of his/her/their technical expertise as an Independent Engineer to oversee matters related to the interconnection of renewable energy projects to the electric grid as a result of a Request for Proposal (“RFP”) process. Proposers are to submit current statements of qualifications and expressions of interest for project consideration. The Independent Engineer\'s role will include, but not be limited to:
▪︎ Review of the Utility\'s requirements and standards for interconnection
▪︎ Review the interconnection documents provided by Proposers in the RFP process
▪︎ Participate in discussions with the Utility and Proposers over interconnection requirements, scope, and cost
▪︎ Verify any one-time Net Energy Potential RFP Projection adjustment allowed
▪︎ Review requirements imposed on Proposers which bear cost implications
▪︎ Review system available megawatts (MW) capacity information to Proposers to ensure accuracy
▪︎ Oversee technical issue dispute resolution
▪︎ Investigate and review the cost of interconnection from the Proposers The PUC is seeking submittals of qualifications from offerors to provide services as an Independent Engineer, as detailed above. The selected vendor will serve as the Independent Engineer for the RFP process.
