Project Description: This project will use the Design-Build procurement method with a Qualification Round and a Proposal Round. The Qualification Round will consist of the submission and evaluation of design-build teams' experience and qualifications to perform the project. The Proposal Round will consist of the submission and evaluation of priced proposals from Offerors designated as Priority Listed Offerors (PLOs) selected during the Qualification Round. A conceptual design stipend will be provided to each non-selected PLO that submits a technically responsive proposal in the Proposal Round, in accordance with the Request for Proposals. The scope of work includes, but is not limited to, the complete design, permitting, construction, testing, commissioning, and limited initial operation of wastewater treatment process improvements necessary to produce R-1 recycled water. The completed improvements shall be capable of consistently achieving treated effluent that complies with the R-1 recycled water quality standards established in the "Reuse Guidelines, Volume 1: Recycled Water Facilities", prepared by the Wastewater Branch, Hawaiʻi Department of Health, January 2016 edition.
