Project Description: This MACC IDIQ Task Order project will take place at MCBH Kaneohe Bay, Oahu, Hawaii. The scope of work for the project installs a new raised concrete pad and supporting infrastructure on the airfield at Marine Corps Base Hawaii (MCBH) Kaneohe Bay to support the Navy’s new Commercial Off-The-Shelf (COTS) PAR (Precision Approach Radar) equipment and shelter. Scope of work for this project includes site preparation required for a new concrete pad, Construction of a new concrete pad approximately 40 feet by 20 feet near the existing PAR off of Taxiway Alpha, installation of site electrical to support the PAR, installation of back-up generator as required, installation of communication infrastructure to include underground fiber optic lines and conduits required to support Single Mode fiber optics, and installation of a grounding system for lightning protection/obstruction. See MCAS Kaneohe Bay Site Survey Report dated 08 November 2021 for more detailed project requirements. Areas affected by repair/construction will be in compliance with applicable ATFP, fire suppression, seismic, accessibility, ASHRAE, LEEDs, and flood plain codes and standards (as required) upon completion of the project. Fixed mounted PAR is required to provide data to air traffic controllers in order to direct aircraft along a glide path to the visual portion of an instrument approach. NAVAIR Traffic Management Systems Program Office (PMA-213) has initiative to upgrade the precision approach radar equipment. The AN/FPN- 68A location requires a raised concrete pad at a minimum of 3.3 ft (1 meter) high for both the radar sensor and electronics equipment shelter with a concrete ramp one side. Additionally, the AN-FPN- 68A requires Single Mode fiber optic cable. This project is not sited in a 100 year flood plain. NAVFAC AHJ has approved a Tsunami Risk Category I for this project. Therefore, tsunami design is not required.and incidental related work. In accordance with enclosure (1).. This project will be subject to the provisions of the NAVFAC Master MACC Contract (available in our online plan room), the Buy American Act, and the Prevailing Wage Decision rates. The D Square Construction Sample Subcontract is available for review in the SUBCONTRACT DOCS folder, with the bidding documents in our online plan room. Submitting a price proposal, subcontractors acknowledge they have read our subcontract and will sign it as part of the condition of doing the work they are proposing. The Bid Schedule contains one (1) Base Bid Proposal Lump Sum Price Line. The price will remain valid to December 31, 2026 days, as stated in the solicitation.
