Substitutions:
Any brand name and model number indicated in these specifications are used as a measure of quality and performance. Any brand or manufacturer of equal or better quality and performance than specified will be considered for acceptance by RCUH. Should an equivalency be quoted, indicate equivalency make, model, specification, and how it meets the specifications below. RCUH reserves the right to reject any substitution that it may, in its discretion, deem unequal, and the findings in this regard shall be accepted by the Bidder as final and binding. A bid which includes a substitution shall be considered, only if the substitution is approved in advance by RCUH, during the Bid Submission review period.

Bid Submission:
Bid Submissions must include all transportation, freight, and delivery charges, FOB destination, expediting fees, and any and all applicable taxes. Pricing must be valid for 30 days.

The vehicle must be NEW and UNUSED. USED VEHICLES WILL NOT BE CONSIDERED. Vehicles must have WHITE EXTERIOR COLOR and the Flex Fuel (application for vehicles under 3/4 ton).

Delivery:
Vehicles MUST be delivered to the following address by DECEMBER 4, 2026:

Certificate of Vendor Compliance:
Bidders must furnish proof of compliance with the requirements of 103D-310(c) HRS by presenting a Certificate of Vendor Compliance (Hawaii Compliance Express, http://vendors.ehawaii.gov). If Bidders are compliant but have not done business with RCUH or have not done business after July 1, 2012, Bidders may be required to submit a W-9 tax document per RCUH Policy.

Governing Terms:
RCUH Terms and Conditions (Attachment 31) are applicable to this purchase and are attached for Bidder review.

If any forms require signatures, these must be included in the bids (and conflicting terms will be redlined).

Award:
Award to single Bidder shall take precedence, however, Partial Award may be issued if no single Bidder is able to fulfill the entire order as requested. Priority shall be given to whichever responsible Bidder submits lowest cost (per Vehicle) and may fulfil majority of this RFQ.

Additional Notes/Disqualification:
RCUH reserves the right to revise the quantity ordered for the purchase order, and the Bidder agrees to furnish and deliver the revised quantity at the unit price quoted herein.

An acceptable Bid Submission must conform in all material respects to the Request for Quotations. Any of the following may be grounds for disqualification:
1.Taking exception to any of the specification, terms, or conditions contained in RFQ;
2.Placing conditions on the furnishings of solicited goods or services;
3.Inclusion of a quotation or order form containing unapproved/ contradictory specifications, terms, or conditions;
4.Referencing external documents containing unapproved/ contradictory specifications, terms, or conditions;
5.Electronic submittal of bids after the deadline.
6.Requests by Bidders to delete conditions contained in their quotes after the RFQ close date will not be considered; and
7.Failure to follow directions and instructions in the RFQ.
