Project Description:
1 Fortress 12kw Envy hybrid All-in-one inverter or approved equivalent
8 Fortress 5.4 kWh Lithium batteries or approved equivalent
12 Blusun Solar 460 watt solar panels or approved equivalent
1 Misc mounting parts, wires breakers, roof racking for 12 panels
1 Midnight Solar Six string combiner box with breakers or approved equivalent
1 All labor necessary to install and set up the replacement of existing solar power system elements
Special Instructions
-Total price must include All applicable fees for shipping/handling, taxes, warranty, and delivery to Hilo
-Quote must be valid for 60 days. Delivery required no later than October. 30, 2026
-Bids must include detailed information showing all included specifications
-Bids are subject to terms and conditions, as attached hereto. Vendors shall, upon acceptance of award, agree and
acknowledge the terms and conditions applicable to all Purchase Orders(Attachment 31) and Terms and Conditions
applicable to contract and Purchase Orders under Federal Grants (Attachment 32a).
-Any vendor performing services or activities that may be hazardous, dangerous, or carry some risk, must maintain a
valid Certificate of Insurance (COI) that meets the requirements outlined in Policy 2.402
-Award is subject to availability of funding
-The vendor receiving the award is required to provide the following documentation before the Purchase Order is
issued:
1) Signed Superquote Award Notice
2) W9 form may be needed if vendor has not done business with RCUH in the past year
3) An RCUH Agreement for Service must be fully executed prior to the commencement of services.
4) Certificate of Vendor Tax Compliance- vendor must be compliant with the IRS and the State of Hawaii Dept. of
Taxation prior to the quote submission deadline. The Hawaii Compliance Express (HCE) , Certificate of Vendor
Compliance will be utilized to confirm the vendors compliance with both agencies. Tax clearance (HCE Certification of
Vendor Compliance) is also required prior to releasing final payment. Information regarding Hawaii Compliance

5) Attachment 22: Certification Regarding Debarment Suspension and Other Responsibility Matters (Applicable to
purchases $25,000 and above(under federal grants)
6) FFATA requirements: Provide DUNS number and valid System for Award Management (SAM)
registration (sam.gov)
