Special Instructions
The Hawai’i Institute of Marine Biology (HIMB) is requesting a Quote for professional
design consulting services for photovoltaic (PV) systems located at Moku o Lo’e,
Kane’ohe Bay, Hawai’i.
The selected vendor shall provide design and engineering services for three (3) separate
PV electrical subsystems serving eight (8) buildings on Moku o Lo’e. The work generally
includes a review of existing conceptual designs, electrical and structural engineering,
development of design and construction drawings, PV system optimization, permitting, and
coordination with Hawaiian Electric Company (HECO) for interconnection. The completed
design packages will be used by HIMB/RCUH for a future solicitation for the construction
and installation of the PV systems.
PLEASE SEE ATTACHMENT 1 - TECHNICAL SPECIFICATIONS
The awarded vendor shall be required to enter into an RCUH Agreement for Services (see
Attachment 08a) prior to commencement of services. A sample of Attachment 08a is
included with this solicitation for the vendor\\\\\\\\\\\\\\\'s review. Vendors are responsible for
reviewing the terms and conditions contained in Attachment 08a prior to submitting a
Quote.
QUOTE REQUIREMENTS:
Vendors shall submit (1) Quote for the services described in Attachment 1. The Quote
must include all costs necessary to complete the required services, including any
applicable taxes, or any other costs required to perform the work.
The Quote should clearly identify the total proposed cost for the project. If
applicable, the vendor may also provide a cost breakdown by project task, subsystem,
design phase, or other major deliverable.
Vendors shall review all attachments prior to submitting a Quote. Submission of a Quote
indicates that the vendor has reviewed and understands the requirements of Attachment 1
and the terms and conditions contained in Attachment 08a.
ESTIMATED PROJECT DEADLINE: NOVEMBER 30, 2026 (OR PREFERABLY SOONER!)
NOTES:
- Only ONE (1) vendor shall be awarded.
- Vendors must bid on all line items in the RFQ via SuperQuotes (www.commercepoint.com).
- The vendor must be responsive on all requirements whether it’s the solicitation process
or during the duration of the project/services.

1. NEW CLOSING DATE - Friday, Aug. 21, 2026, at 4:00 pm HST.
- Please note that HIMB will be closed on Friday, August 21, 2026, as that is an official Hawaii State Holiday, “Statehood Day”. If you have questions or need clarification, please contact Eric or myself via email before Friday, August 21, 2026.
2. REVISED PROJECT DELIVERABLES
- Attachment 1 - Technical Specifications is revised to include an additional project deliverable. As part of the design services, the awarded vendor shall provide HIMB with an estimated cost for the future construction and installation of the three (PV) electrical subsystems described in Attachment 1 (see Page 5 of 13). The awarded vendor should include any materials/supplies costs, labor rates, and other construction-related costs, if necessary, to justify the future construction cost estimate for this project. The estimate is intended for HIMB planning purposes only. This project deliverable does not constitute a Quote or commitment by the awarded vendor to perform the future construction.
3. FUTURE CONSTRUCTION SOLICITATION - VENDOR ELIGIBILITY
- The awarded vendor under this RFQ will be responsible for developing design documents, technical specifications, construction drawings, cost estimates, and other materials that may be used by RCUH/HIMB in preparing a future competitive solicitation for the construction and installation of the photovoltaic (PV) systems described in Attachment 1. To avoid an actual or potential organizational conflict of interest and/or unfair competitive advantage, the vendor awarded the design and engineering services under this RFQ shall not be eligible to submit a bid, participate as a bidder, or receive an award under the future construction IFB solicitation resulting from the design and specifications developed under this RFQ. Offerors shall take this future eligibility restriction into consideration prior to submitting a Quote under this RFQ.
