Project Description:
CLIN 0001, Construct New Water Line with Cathodic Protection Along Kamehameha Highway and Airdrome Rd. (WAAF).
The construction of approximately 10,600 linear feet (LF) of new 12-inch diameter ductile iron piping (DIP) with cathodic protection along Kamehameha Highway and Airdrome road at Wheeler Army Airfield, including, but not limited to, best management practices/erosion control measures, trenching, excavation, pipe, pipe fittings, valves, fire hydrants, water laterals, miscellaneous appurtenances, cathodic protection, thrust and anchor blocks, disinfection, testing, connections to existing water mains and water laterals, site and pavement restoration, cleanup, and all incidental items and activities necessary to complete the work to provide a fully functional water system as identified in the contract documents. Replacement of existing waterline will be paid for at the lump sum contract price for all work complete in place and ready for use. Cutting, capping, and removal of existing water lines, where indicated in the construction drawings, shall be provided as part of the base bid. If Option 1 (below) is not awarded, existing water line shall be abandoned in place and filled with CLSM.
CLIN 0002, Option 1, Remove and demolish existing 12” Cast Iron Water Line.
Demolish and Remove existing cast iron water line and appurtenances indicated to be abandoned and filled with CLSM. Areas disturbed by trenching activities for water line demolition and removal shall be
restored as indicated in the Contract documents.

Estimated construction cost: $25-50M
The work shall be completed (365) calendar days from the First Day of Construction as defined in the Notice to Proceed.
Special Note
After this project has bid it is each contractors responsibility to delete and destroy all RFP documents.
PREVAILING WAGE
Subcontractor and its agents, employees, and tiered subcontractors shall comply with provisions of the all Labor Codes, including those relating to payment of prevailing rates of wages.
BONDING
Stronghold Engineering, Inc. may require all subcontractors to be prepared to furnish performance and payment bonds issued by an admitted surety in the amount of their bid. Premium cost to be included in bid as a separate bid item. Stronghold Engineering, Inc., at its sole discretion, reserves the right to waive the requirement for such bond, to permit substitute security, or to accept alternate guarantees in lieu of such bonds.

PREQUALIFICATION
Stronghold requests that Subcontractors participate in a prequalification program. Although prequalification is not required to bid, it shall be the responsibility of each subcontractor submitting bids to the prime contractor to complete the prequalification process as a condition of the contract. Failure to demonstrate sufficient qualifications to perform the work, in the sole discretion of Stronghold, may result in the forfeiture of the Contract.
