1. The Government of the Federated States of Micronesia has applied for financing from the Asian Development Bank (ADB) toward the cost of the Sustainable Road Infrastructure Investment Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Department of Transportation, Communications and Infrastructure (the Employer) invites sealed bids from eligible Bidders for the construction and completion of Reconstruction of Roads in Kosrae State (the Works) as described below. This is a retender involving one lot since the original tender involving two lots did not result in contract award for all lots.

3. Open competitive bidding will be conducted in accordance with ADBs Single Stage: One Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.

▪︎ Average Annual Construction Turnover - Minimum average annual construction turnover calculated as total certified payments received for contracts in progress or completed, within three (3) selected years out of the last seven (7) years: $3.8 million.
▪︎ Financial Resources - The Bidder must demonstrate that its financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract: $660,000
▪︎ Contracts of Similar Size and Nature - Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one contract that has been satisfactorily and substantially completed within the last ten (10) years and that is similar to the proposed works, where the value of the Bidders participation exceeds the indicated amount: $2.6 million
▪︎ Experience in Key Activities - Construction of a cumulative length of asphalt concrete roads in the past 5 years: 0.9 miles

5. When comparing Bids, Merit Point Criteria will be applied as stipulated in the Bidding Document.

8. Prior to accessing the bidding documents, bidders are required to register free of charge unto the Tenderlink portal of the Department of Transportation, Communications and Infrastructure (DTCI): https://www.tenderlink.com/dtci/

9. Bidders must submit their Bids electronically through Tenderlink on or before 24 July 2026, 10:00 AM, Pohnpei Local Time. Late bids and hard copy submissions will not be accepted. All bids must be accompanied by a Bid Securing Declaration duly signed.

10. Bids will be opened after the deadline on 24 July 2026, 11:00 AM. Bidders will have the option to attend the electronic bid opening via an online videoconferencing system. The link to the virtual opening will be sent to all bidders through the Tenderlink portal seven days prior to the opening.

11. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their Bids.
