Project Description:
Provide and install a complete Penntek Evolution System, a 100% solids polyurea-based decorative flooring system consisting of a basecoat, full broadcast vinyl layer, and UV-stable polyaspartic topcoat. Installation shall cover an approximate facility area of 3,000 square feet, with final measurements verified by the contractor prior to mobilization. The system shall allow for quick cure with rapid return to service, providing exceptional adhesion and flexibility while resisting chipping, peeling, and UV degradation. The decorative broadcast shall provide slip resistance and customizable color options, with high chemical, abrasion, and impact resistance suitable for commercial applications.

Acceptable systems shall be the Penntek Evolution System or equivalent decorative polyurea/polyaspartic systems incorporating a moisture-tolerant primer or basecoat, a full decorative broadcast layer, and a UV-stable polyaspartic or equivalent topcoat. Mechanical surface preparation (grinding or shot-blasting) is required prior to application.

Installation shall be performed by a manufacturer-approved installer holding any required State of Hawaiʻi contractor’s license and in full compliance with all applicable state and county regulations governing this scope of work, in accordance with Penntek or equivalent performance specifications.

Provide a 5-year warranty for commercial installation.

1. All pricing shall be inclusive of all costs including shipping, handling, taxes, and any other applicable charges. No additional fees or surcharges will be accepted after award.

2. Site Visit: To arrange a site visit, contact Will at wkcastil@hawaii.edu. Site access is typically available Monday through Friday, 9:00 a.m. to 4:00 p.m., by appointment only.

3. University Requirements: Vendors must accept the University of Hawaii standard terms and conditions for procurement and may be required to submit supplemental documentation, including but not limited to a Certificate of Insurance, Materials and Services Bonds, HCE compliance documentation, prevailing wages or price comparisons for similar work upon request.

4. Compliance: Vendor must be HCE compliant (Hawaii Compliance Express) prior to award and maintain compliance throughout the contract period.

5. Experience: Due to the aggressive project timeline, preference will be given to vendors with demonstrated experience performing commercial installations, particularly for the State of Hawaii or comparable public institutions.

6. Warranty Response: The contractor shall provide an onsite response within three (3) business days of a warranty service request, and corrective work shall be completed promptly in accordance with manufacturer warranty terms.
