Special Instructions
Due to building access restrictions, all bidders are requested to attend a mandatory site
walk through. A site walk through is scheduled for 5/28/26 at 1:30pm at Frear Hall loading
dock. Contract documents will be distributed at the mandatory site walk through.
Contractors interested shall contact the requisitioner by email to confirm attendance by
Wednesday 5/27/25, 3:00 PM.
Contractors that do not attend this mandatory site walk through will not be allowed to bid
on this work. Contractors are required to provide reasonable cost breakdowns for
labor, materials, freight (if any) and tax. Breakdowns must be part of this form and must
equal the cost of the bid. If a correct and reasonable breakdown is not provided at the
time of the bid, the bidder may be disqualified.
Under HRS 103D-310(c), vendors MUST provide proof of compliance with all laws governing
entities doing business in the State of Hawaii. Vendors need to obtain a copy of their
“Certificate of Vendor Compliance” via Hawaii Compliance Express and attach it to their
bid. Information and requirements for the “Certificate of Compliance” can be found at:

Vendor\'s current status must be listed as “COMPLIANT” by the closing date of the bid and
through the issuance of the purchase order.
Form 54 listing all subcontractors must also be submitted, see attachment “OPRPM Form 54”.
1) Upon award, vendor must provide Certificate of Liability Insurance, listing the
University of Hawaii as Additional Insured. For more information regarding insurance
requirements, see “Attachment A-Insurance”.
2) Contractor must provide and follow a site specific safety plan in compliance with all
State, Federal, HIOSH, OSHA laws/policies. Contractor must submit site specific safety
plan(s) to the University within 5 business days of acceptance of award.
3) Staff assigned to job must be fully trained and in identifiable company uniform.
4) Work Hours 7:00am - 4:00pm. Contractor shall provide the University with a project
schedule and estimated earliest start date.
5) Site Visit to review scope may be scheduled by e-mailing nhyde@hawaii.edu by Wednesday,
5/27/26 3 PM.
Contractor responsible for finding parking and is available in the pay lots or Lower
Campus Parking Structure (http://manoa.hawaii.edu/commuter).
6) Contractor shall maintain the work site and restoration in equal or better condition
when work is completed. Contractor should be aware of any special features, structure,
irrigation, fencing, utilities; any damage shall be reported to the University immediately
and repaired to the Universities standards.
7) Access to all buildings and accessible routes must be maintained.
8) Work must be completed by August 10, 2026.
