Special Instructions
1. The manufacturer and model number are used as a measure of quality, style, appearance and performance. Any brand or manufacturer of equal or better quality to that specified will be considered for acceptance by the University. The University may at its discretion reject or deny any proposed alternate that it deems unequal, and the findings in this regard shall be accepted by the vendor as final and binding.

2. Vendors are advised that any of the following may be grounds for disqualification:

A. Taking exception to any of the specifications, terms or conditions.

B. Placing conditions on the furnishing of solicited goods or services.

C. Inclusion or referencing external documents containing additional specifications, terms or conditions

3. To be eligible for award, vendor must be complaint with the Internal Revenue Service, State of Hawaii Department of Labor, State of Hawaii Department of Commerce and Consumer Affairs and the State of Hawaii Department of Taxation prior to the quote submission deadline. The Hawaii Compliance Express (HCE) Certificate of Vendor compliance will be utilized to confirm vendors compliance with all agencies. 4. Quotation shall include all applicable shipping fees, insurance premiums, warranty costs, administrative support costs, expediting fees, and all applicable fees and taxes.
