Special Instructions
1. In accordance with Hawaii Revised Statutes 103-53, vendors must provide a valid tax clearance from the Hawaii Department of Taxation and the U.S. Internal Revenue Service, as a prerequisite to entering into any contract, agreement, or purchase order of $25,000 or more, and prior to releasing a final payment for such purchases. A Certificate of Vendor Compliance that reflects a “Compliant” status from Hawaii Compliance Express (HCE), is acceptable in satisfying the tax clearance requirement. Information and requirements for the “Certificate of Compliance” can be found at https://vendors.ehawaii.gov/hce/

2. Please submit any questions to Alohilani Chun (ahchun@hawaii.edu) and Maeve O’Donnell Pax (maeveop@hawaii.edu) no later than 8AM on Tuesday, March 10, 2026. Responses will be provided no later than 4PM on Friday, March 13, 2026.

3. No substitutions will be accepted; please review specifications carefully.

4. The quoted price must be valid for 90 days after the closing date of the RFQ.

5. All quotes must include drawings and brochures that define the specifications of the items listed in the RFQ. Failure to provide these forms of documentation may result in the disqualification of the submitted bid.

6. Bids must be all-inclusive, including but not limited to all costs for materials, taxes, fees, shipping, handling, and delivery.

7. Delivery of goods MUST BE RECEIVED on campus NO LATER THAN 10 weeks A.R.O (After Receipt of Order). All three refrigerators must be delivered to the campus Bookstore, located in the Office of Continuing Education and Training (OCET) Building.

8. Vendors must return the signed award within two (2) working days of award notification, or the bid will be voided.

9. Any award(s) is/are subject to funding availability.

10. All bids are subject to the Research Corporation of the University of Hawaii, Attachment 31 General Terms and Conditions Applicable to All Purchase Orders and Attachment 32A Terms and Conditions Applicable to Contracts and Purchase Orders under Federal Grants. Both are attached for reference.
