Project Description: The Hawaii Housing Finance and Development Corporation (“HHFDC”), a public body and a body corporate and politic of the State of Hawaii, is seeking qualified property management firms experienced in the management, leasing, and regulatory compliance of affordable and mixed-income housing projects. This RFQ will result in the selection of qualified property management firms who will manage condominium units acquired or controlled by HHFDC and administer Rent-to-Own (“RTO”) programs pursuant to §201H-181, Hawaii Revised Statutes (HRS); §15-302, Hawaii Administrative Rules (HAR); and §15-308, HAR, as amended or replaced from time to time. Proposed amendments to the RTO program administrative rules, §15-316, HAR, are currently under consideration. This solicitation is not issued pursuant to Chapter 103D, HRS, for the procurement of professional services. It is intended to result in a contract for property management services and RTO program administration.
