Project Description: Clearing and mulching Requirements: Clear the entire one-acre area using equipment
suited for the terrain. Fell, remove, and dispose of all non-protected standing trees,
brush, shrubs, grasses, and undergrowth that cannot be chipped or mulched.
Backfilling: Fill all depressions created so the ground surface is a consistent, level
grade suitable for routine maintenance and safe operation of mowing equipment.
Debris Handling: Collect, remove, and dispose of all green waste, stumps, logs, and
debris from the site that cannot be chipped or mulched.
All disposal or burning must comply with local, state, and federal regulations,
including Hawai’i County open burning rules.
Notes
Proposal Validity: Submit a detailed quote for the Scope of Work described above. The quote must include the cost of mulching felled trees on-site and remain valid for a minimum period of 90 days from the submission date.
Certificate of Tax Compliance: Provide a current Certificate of Tax Compliance demonstrating good standing with state and federal tax obligations.
Certificate of Insurance: Submit a valid Certificate of Insurance naming the Department of Hawaiian Home Lands (DHHL) Association Lease/License holders as additional insured.
Additional Documentation: Be prepared to provide any additional insurance documentation or certifications required by the Research Corporation of the University of Hawai’i (RCUH) as part of the contracting process.

The Contractor shall provide all necessary labor, materials, equipment, and related services
required to complete
the clearing and mulching of one (1) acre of land, in preparation for a native agroforestry
project. All work shall
be performed in accordance with the specifications outlined below and in compliance with all
applicable local,
state, and federal regulations.
1. Work Area and Site Preparation
Visiting the site to view the particular section to be cleared is highly recommended. The
POC for this RFB can be
contacted to arrange a viewing.
The designated one-acre area will be clearly identified in a walk through and flagging with
the land manager and
University of Hawai’i representative.
The Contractor is responsible for clearing all standing vegetation within this area,
including the felling and
removal of all trees.
2. Clearing and Mulching Requirements
All standing trees must be felled, chipped, or mulched on-site, wherever possible.
Any remaining debris, including brush, stumps, and tree materials that cannot be chipped,
must be completely
removed and properly disposed of off-site.
All stumps and root systems must be leveled so that a riding mower can maintain the area
post-clearing.
3. Site Condition Upon Completion
The cleared acre must be left in a mowable condition.
Any large holes or depressions resulting from stump/root removal must be backfilled and
leveled to create an even
surface suitable for future maintenance.
4. Environmental and Regulatory Compliance
All clearing and disposal work must comply with regulations concerning open burning and
environmental protection.
No burning shall be conducted without express written approval and permits, if applicable.
5. Community and Stakeholder Engagement
The Contractor must have prior experience working with Native Hawaiian community members and
Department of Hawaiian
Home Lands (DHHL) leaseholders.
The Contractor is expected to communicate regularly and effectively with the RCUH/University
of Hawai’i
representative and designated land managers to ensure alignment with project goals.
6. Coordination and Approvals
The Contractor must obtain prior written approval for any work that deviates from this Scope
or is not explicitly
included in the service agreement.
All coordination with the Buyer and land manager must be documented, and no additional work
shall be performed
without formal consent.

All bidders must meet the following requirements to be considered for this project:
