Project Description: Clearing and Grubbing Requirements: Clear and grub the entire one-acre area using a
bulldozer or equivalent heavy equipment suited for the terrain. Fell, remove, and
dispose of all non-protected standing trees, brush, shrubs, grasses, and undergrowth.
Remove all stumps and major root systems to a minimum depth of 18 inches below
subgrade.
Backfilling: Fill all depressions created so the ground surface is a consistent, level
grade suitable for routine maintenance and safe operation of mowing equipment.
Debris Handling:
Collect, remove, and dispose of all green waste, stumps, logs, and debris from the
site.
All disposal or burning must comply with local, state, and federal regulations,
including Hawai\'i County open burning rules.
Notes
Possible Start Date: February 2026. Work should be completed within 1-month. No work allowed on Sundays or on additional blackout dates identified by the site manager.
Completion Date: March 31, 2026.
Contractor must provide: A fixed-price quote for clearing and grubbing the one-acre site as described that is valid for a minimum of 90 days; Any assumptions, exclusions, or optional services; and must submit a project proposal along with their quote.
Insurance and Tax Requirements: General liability coverage to comply with RCUH and University Project regulations Workers’ compensation and automobile coverage to comply with RCUH and University Project regulations; Proof of insurance required before work begins; Certificate of Tax Compliance (documenting State and Federal tax compliance); and Compliance with additional RCUH and University policies may be necessary prior to agreement execution.

Project Purpose: Prepare site for agroforestry crop production. See attached SOW with site
map.
Would like to see job completed no later than 3/31/2026.
Description of Work: The Contractor shall furnish all labor, materials, equipment,
supervision, and incidentals necessary to complete the clearing and grubbing of the
designated one-acre site as shown in the plans provided in the Request for Bids.

Remove all vegetation except for Ohia lehua and other trees explicitly marked to
remain by the Site Manager during the site walk-through.

Remove all stumps and major root systems to a minimum depth of 18 inches below subgrade.
Backfilling:
Fill all depressions created so the ground surface is a consistent, level grade suitable
for routine maintenance and safe operation of mowing equipment.
Debris Handling:
Collect, remove, and dispose of all green waste, stumps, logs, and debris from the site.

Contractor must stay strictly within the marked project boundary established during the
on-site walk-through.
Contractor Expertise Requirements:
The Contractor must demonstrate the following qualifications:
Experience clearing land in the Maku\'u area of Puna, including familiarity with its soils,
vegetation, and terrain.
Ability to correctly identify native flora and important agricultural species, including
but not limited to:
ohia lehua
Awa
ulu
Other native Hawaiian variety plants, fruits, and floral shrubs.
Experience working with Native Hawaiian community members and DHHL leaseholders in Maku\'u
or similar communities.
Understanding of culturally sensitive areas and respectful land-use practices.
