Project Description: The Hawaii Department of Transportation (HDOT) is proposing to realign Honoapiilani Highway from Milepost 11.1 to Milepost 16.72, on the island of Maui, and is seeking a design-build partner to develop, design, and construct the transportation facilities and all related structures, improvements, and systems (Project). The Project will include, but is not limited to, two (2) travel lanes, bridges, culverts, shoulders, medians, signage, pavement markings, concrete/asphalt paving, low-impact design Permanent Best Management Practices (BMPs), roadway drainage, roadway lighting and traffic signal systems. The project is intended to reduce the highway\'s exposure to shoreline erosion which is anticipated to continually increase due to coastal erosion.

This is a Design-Build, 2-Step RFP Process. Step 1 - Qualification Proposal due November 18, 2025, at 2:00 p.m., Hawaii Standard Time (HST). Step 2 - Priority-listed Offerors shall submit Design Concept Documents and Price Proposals due April 29, 2026, at 2:00 p.m., HST.
