Project Description: Removal and replacement of existing turnstiles with NEW, installed to match existing conditions and arrangements, consisting of 2ea turnstiles and 1ea pair of pedestrian gates. See attachment “Technical Specifications” for project details.

Special Instructions
Under HRS 103D-310(c), vendors MUST provide proof of compliance with all laws governing entities doing business in the State of Hawaii. Vendors need to obtain a copy of their “Certificate of Vendor Compliance” via Hawaii Compliance Express and attach it to their bid. Information and requirements for the “Certificate of Compliance” can be found at: https://vendors.ehawaii.gov/hce/splash/welcome.html. Vendor\\\'s current status must be listed as “COMPLIANT” by the closing date of the bid and through the issuance of the purchase order. Applications submitted after September 15, 2025 will require a Tax Compliance Report (TCR) from the IRS. The TCR can be downloaded for free at https://www.irs.gov/individuals/tax-compliance-report.

1) Bidder shall provide information on work plan and approximate project timeline to the Buyer. All work shall be performed by skilled tradespersons using the best standard practices for each trade. All work shall be performed in accordance with the Minimum Wage Rate Schedule and Chapter 104, HRS (See Attachment “Requirements of Chapter 104, HRS” for requirements).

2) Upon award, vendor must provide Certificate of Liability Insurance, listing the University of Hawaii as Additional Insured. For more information regarding insurance requirements, see “Attachment 265.2 - Insurance”.

3) Offerors are cautioned to read and understand all parts of the terms and conditions contained in the attached General Provisions. Attached General Provisions are applicable to this Request for Quotation (See Attachment “General Provisions for Construction”).

4) To be eligible to quote, offerors must possess a valid State of Hawaii ContractoraEURtms License C-13 and/or C-15, OR General ContractoraEURtms License A or B and any Subcontractors employed must possess the requisite C License(s), if alterations to existing infrastructure are necessary. If not altering existing infrastructure, and the work can be completed to the BuyeraEURtms satisfaction, no specific license is required. See Special Provisions for more details.

5) All prices are FOB destination, including freight, taxes and all applicable charges. Only firm prices accepted. Final cost cannot exceed quoted cost unless pre-approved in writing via a Purchase Order Amendment. Payment will be via University Purchase Order. All Purchase Order Terms & Conditions will apply to this order; see attachment “Terms & Conditions.”

6) Contractor shall maintain the work site in equal or better condition when work is completed. Contractor should be aware of any special features, structure, irrigation, fencing, utilities; any damage shall be reported to the University immediately and repaired to the University\\\'s standards.

7) Access to all buildings and accessible routes must be maintained.

8) Site Visit to review scope is scheduled for September 29, 2025 @ 9:00am at 2505 Campus Rd, Honolulu, HI 96822. Contractor responsible for finding parking. Please contact Buyer via e-mail or phone, by 9/26/2025 to express interest in attending.

9) Once awarded, bidder must return signed award acceptance within 2 (TWO) business days. Ordering may begin once Contractor receives notice to proceed; onsite work should begin around December 22, 2025 and be completed by January 12, 2026. Work performed on weekends to maintain scheduled timeline shall be at no additional cost to the University. Extensions may be considered; however, all work must be completed by no later than March 20, 2026.
