Project Description: Pursuant to Act 103, Session Laws of Hawaii 2025, the Department of Health (DOH) is compelled to conduct a statewide needs assessment (NA) to determine what will be needed to reduce waste generation, increase reuse, improve recycling collection services, and expand local processing of materials through an Extended Producer Responsibility Program for packaging materials and paper products. This includes the establishment of an advisory council to review the draft NA and provide recommendations. A public hearing will also be held on the draft NA before the final draft of the NA is submitted to the Legislature by December 31, 2027. The primary purpose of this Request for Proposals is to solicit services to develop a statewide needs assessment by the DOH.
