Substitutions:
Any brand name and model number indicated in these specifications as a measure of quality and performance. Any brand or manufacture of equal or better quality and performance than specified will be considered for acceptance by the University. Should an equivalency be quoted, indicate equivalency make, model, specifications, and how it meets the specifications below. The University reserves the right to reject any substitution that it may, in its discretion, deem unequal, and the findings in this regard shall be accepted by the offeror as final and binding. An offer which includes a substitution shall be considered only if the substitution is approved in advance by the University.

Quotation:
Quotation to include all transportation, freight, and delivery charges, FOB destination, expediting fees, and any and all applicable taxes. Quote must be valid for 30 days.

Vehicles must be NEW and UNUSED. USED VEHICLES WILL NOT BE CONSIDERED.
Vehicles must have WHITE EXTERIOR COLOR and be HYBRID. NON-WHITE AND NON-HYBRID VEHICLES WILL NOT BE CONSIDERED.

2023 and 2024 models to be considered provided they meet the specifications listed below in the RFQ.

The University reserves the right to revise the quantity ordered for the purchase order, and the offeror agrees to furnish and deliver the revised quantity at the unit price quoted herein.

Compliance:
Vendor must furnish proof of compliance with the requirements of 103D-310(c) HRS by presenting a Certificate of Vendor Compliance (Hawaii Compliance Express, http://vendors.ehawaii.gov). If you are compliant but have not done business with the University or have not done business after July 1, 2012 you may be required to submit a W-9 tax document per University policy.

RCUH Terms and Conditions (attachment 31 and 32a) are applicable to this purchase order and are attached for vendors to review.

Additional Notes:
An acceptable quotation must conform in all material respects to this Request for Quotations. Any of the following may be grounds for disqualification:
1. Taking exception to any of the specifications, terms, or conditions contained in the RFQ
2. Placing conditions on the furnishings of solicited goods or services
3. Inclusion of a quotation or order form containing additional specifications, terms, or conditions.
4. Referencing external documents containing additional specifications, terms, or conditions.
5. Electronic submittal of quotations after the deadline. Requests by offerors to delete conditions contained in their quotes after the RFQ closing date will not be considered.
6. Failure to follow directions and instructions in the RFQ.
