Project Description: 2,550 linear feet of 5-foot field (hog wire) fence, including two strands of barbed wire at the top. This section will include with a 20-foot double-drive mesh gate.

445 linear feet of 4-foot chain-link fence that will include a 20-foot double-drive mesh gate.

Special Instructions
This project involves the complete installation of approximately 3,000 linear feet of fencing on a property located in Pana\\\'ewa, Hilo, Hawai\\\'i (see TMK for reference). The scope includes all materials, supplies, and labor necessary to complete the work.

2,550 linear feet of fencing will be constructed using 5-foot field (hog wire) fence, including two strands of barbed wire at the top.

An additional 445 linear feet of the fence will be constructed using 4-foot chain-link fence.

The installation will also include the addition of two (2) 20-foot double-drive mesh gates.

Notes
All bidders must provide valid proof of a bid bond with their submission. The bid bond must be issued by a licensed surety company and should meet the standard requirements for public works or commercial construction projects.

The contractor selected for the bid award will be required to provide the following documentation: Certification of Tax Clearance; Certification of Debarment and Other Matters; and, for bids exceeding $100,000, a Certification Regarding Payments to Influence Federal Transactions. In compliance with the Federal Funding Accountability and Transparency Act (FFATA), any subcontractor receiving an award of $30,000 or more under this federally funded project must complete and submit the FFATA Data Collection Form for reporting through the federal FFATA Subaward Reporting System (FSRS). This form must be submitted with the bid or upon request if selected for award. Additionally, any request for an advance payment or deposit to a vendor or contractor must be accompanied by a completed Attachment 47: Request for Advance Payment and/or Deposit. This form must be submitted for review and approval prior to the release of any funds; incomplete or unapproved requests will not be processed. Successful bidders will also be required to submit a valid Certificate of Insurance (COI) prior to the start of work. The COI must demonstrate appropriate coverage, including General Liability Insurance, Workers\\\' Compensation Insurance, Automobile Liability Insurance (if applicable), and Professional Liability Insurance (if applicable). The COI must name both the landowner, the Department of Hawaiian Home Lands, and the University of Hawaiʻi CTAHR as additional insureds and must remain current for the duration of the project. Updated certificates must be provided upon request. Failure to provide a valid COI prior to project initiation may result in withdrawal of the award.
