Project Description: The Federal Aviation Administration (FAA) has a requirement to design to design, prepare bid documents and construction costs for the replacement for the existing Guam (ZUA) ATCT Cab located on the roof of the 5th floor of the ATCT Tower.
Review all attachments pertaining to this solicitation prior to submitting a proposal. Please note the FAR references cited in SAM are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).
This SIR/RFP is being posted in accordance with Federal Aviation Administration (FAA) AcquisitioManagement Policy, Section 3.2.1.3.11 Public Announcements. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR.
Site Visits: Individual site visits will held on October 30th and 31st 2024 located at Guam CERAP (ZUA),1775 Admiral Sherman Blvd., Barrigada, GU. Offerors must submit their request to attend one of the site visit time slots no later than October 16, 2024 to Katie Fogle at katherine.fogle@faa.gov. Please include the name, title, phone number and email for each attendee.
All questions must be submitted in writing to the Contracting Officer, Katherine Fogle at katherine.fogle@faa.gov, no later than December 15, 2024. Proposals must be received in the inbox of Katie Fogle at Katherine.fogle@faa.gov no later than 17:00 ES on January 22, 2025.
Offeror must request receipt for submission if so desired. All Amendments issued, if any, must be signed and submitted with the Offeror’s submission. Offerors are cautioned that proposals may take significant time to process electronically before reaching the inbox. Delays in transmission will not excuse a late delivery.
Any proposal received after 17:00 ES on January 22, 2025 will be considered non-responsive and deemed ineligible for award.
To be considered for award of this requirement, the offeror must have a current/valid registration in the System for Award Management (SAM) database website: www.sam.gov.
To be eligible for award, Offerors must submit a proposal that is in accordance with Section L and Section M of this SIR.
